Why this list matters

The lowest-turnout constituencies are typically dense urban ones — Mumbai, Bengaluru, Hyderabad, parts of Delhi — and Jammu & Kashmir constituencies during periods of unrest. Urban apathy is a long-running concern in Indian politics: cities with educated, connected electorates often turn out at lower rates than the rural seats they criticise.
